Mr. Shuff was born on September 29, 1940 in Dugout, near Shelbyville, IL, the son of Edgar C. and Retta B. Osborn Shuff. He graduated from Shelbyville High School in the Class of 1958 and attended Sparks Business College in Shelbyville. He married Marilyn J. Frakes on January 14, 1962 in the First Christian Church of Vandalia, IL. Roy began working at Gene & Barney’s in Shelbyville. He later worked for El Bauer Chevrolet in Decatur, IL and then Prudential Insurance Company in Springfield, IL. He returned to Shelbyville and purchased the Earl Riley Insurance Agency in 1977, which later became Shelbyville Insurance Services Inc., with partners Harry Russell, Dutch Firnhaber and Randy Biehler. Roy retired from the insurance agency in 2006 and then worked for Grabb Motors in Shelbyville.

Roy was a member of the Jackson Masonic Lodge #53 of Shelbyville, Ansar Shrine of Springfield, Shelby County Shrine Club, Greater Shelbyville Area Chamber of Commerce, Shelby Memorial Hospital Board of Directors serving as their President, First United Methodist Church serving on the Trustees and Finance Committee, and Moose Lodge #1294 of Shelbyville. Roy was elected the Mayor of Shelbyville in 2007 and served in this capacity until his death. While Roy was Mayor, the City of Shelbyville had many accomplishments, including the retention of International Paper, the opening of the Chapala Mexican Grill and the Downtown Streetscape Project. Roy enjoyed the Sister City Program with Okuwa, Japan and was a part of the Shelbyville delegation that traveled to Japan in 2008. Roy truly loved the City of Shelbyville and its people and took great pride in serving them.

Roy loved to play and watch every sport, with the exception of golf. When playing, he was a fierce competitor. Roy played on the Shelbyville Merchants fast pitch softball team for many years. He was a die-hard fan of the Illini, Los Angeles Dodgers, Chicago Bears and USAC Open Wheel Racing. Roy took great pride and supported all of the interests of his children and grandchildren.
